New proposals for more driving penalties

If new government proposals are to go ahead, then driving penalties could get a lot more severe very soon. Offences such as speeding are to have their penalties increased by up to 50%, so instead of three points and a £60 fine, those breaking the limit could be looking at double that amount. It isn’t only speeding that is destined to be treated more severely, as using a hand-held mobile phone or not fastening your seat belt could also see you in severe driving hot water.

If fines were to go ahead, then the government could stand to gain an extra £33.5 milion a year in driving penalties alone, but they haven’t stopped there. They are planning to introduce fines for other offences, such as tailgating and cutting up other drivers, which would incur an on the spot £90 and three points on your licence.

The week after Christmas, dealerships begin liquidating inventory to make way for the new models that will fill the lots during the new year. Dealerships pay a pretty penny to advertise these year-end events, so now more than ever, salesmen are prepared to turn visits into transactions. With the opportunity to make many different sales, the sales team has less pressure to keep ticket prices high, leaving consumers more room to haggle. Traditionally, December 27 through New Year’s Eve are the best days for consumers to secure a discount on a new car, but shopping at the end of the year comes with its own unique hurdles.

1. Be prepared for a little give and take

Year-end discounts actually begin during September, but vehicle discounts, like fine wines, only get better as the products age. For the savvy consumer, waiting until the end of the year can reap the biggest financial savings, but you must also be prepared to select from a limited inventory. Like many post-holiday clearance sales, the selection is likely to be a sparse collection of unpopular items, and in the case of vehicles, this means quirky paint jobs and fewer bells and whistles. For the consumer who is prepared for a little give and take, year-end sales can be ideal savings events.

2. Consider models that will become outdated in the new year

Although all vehicles undergo minor upgrades with the new year, major upgrades are made every four to five years. Models that are outdated with the New Year will be sold at larger discounts to make way for the upgraded models. Researching which models are receiving major upgrades can better prepare consumers to find a high-quality vehicle at a year-end sale, as opposed to those models that have been deemed unpopular. However, these high-quality models may still only be available in unusual colors or without upgraded features, so keep that in mind.

3. Bigger is better

Families who are searching for minivans, large sedans, or SUVs can find many discounted options at year-end clearance sales. Also, large pick-up trucks can often be found at closeout prices during these events, offering thousands of dollars in cash-back rebates. And it’s not just the size of your future vehicle that matters; when shopping end-of-the-year car sales, it’s also important to consider the size of the dealership. The larger the dealership, the larger the inventory will be. A larger inventory offers more of a selection to consumers, and it also places more pressure on the sales staff to clear the showroom floor.

4. Choose discounted financing over cash-back rebates

Before visiting a dealership, consumers should consult their banks or loan providers to establish a budget. Discounted financing options with low interest rates and reasonable payment plans generally offer consumers greater discounts than cash-back rebates. These rebates, however, may be necessary to pad the down payment and to otherwise qualify some shoppers for a loan. While discussing payment options, consumers will do well to focus on the final pay-off amount. Many dealerships will encourage consumers to stretch out their payment periods to afford more expensive vehicles, b consumers should be wary of extending payment periods, as this costs more in the long run.

5. Haggle and keep a close eye on the invoice

Hard-nosed hagglers will still walk away from the dealership with the best deals. Remember, it never hurts to ask for more. After all, dealerships will certainly try to stick you with more than you’re willing to pay. Keep a close eye on your invoice to identify any unnecessary extras, such as rust-proofing, fabric protection, or paint sealant. These little fees can certainly add up, and though they won’t cost you thousands, a few hundred dollars saved is well worth the extra attention.

Convinced you hate winter? Well, these months can be even more gruelling for our properties as they’re constantly assaulted by rain, snow and wind. In fact, any number of mishaps could cause tens of thousands of pounds in damage – a collapsed roof, a burst pipe, etc, etc…

Unfortunately your home insurer may not pay out if it believes you have been negligent with the maintenance of your property.

New data from insurance company AXA reveals that the company rejects around five percent of storm damage claims if the damage has been caused by poor maintenance, rather than extreme weather.

Despite this, some 59% of homeowners incorrectly believe their insurer will cover all weather-related damage.

‘Misconceptions about home insurance cover is an industry-wide problem that causes a lot of heartache for consumers,’ said James Barclay, home insurance underwriting manager at AXA.

‘There are some claims that we simply have to turn away as they are caused by obvious neglect and lack of investment in the property rather than the weather,’ he added.

How we’re neglecting our homes

Although most of us have probably postponed work around the house at one time or another, an alarming number of Brits fail to perform essential maintenance.

One in 10 of those surveyed was aware of a leaky roof, 15% have cracks in the walls and 10% have blocked or damaged drains.

While these issues may seem relatively minor, they could be a major factor contributing to severe storm damage.

Some 36% of those quizzed said they had not repaired the damage due to concerns over cost. Perhaps more shockingly, 3% confessed they were waiting for the problem to escalate before putting in an insurance claim.

Furthermore, an insurer may deem you have been negligent if an unswept chimney has caused a fire or untended crawling plants damage your brickwork. Bear in mind, these are issues that could occur at any time of year, not only in winter.

What if I take care of my home?

While homeowners who neglect their properties could be left with a hefty bill in the event of an unpaid insurance claim, this situation is more reassuring for those who keep their properties in good repair.

Most insurers should pay out for weather damage as part of a standard perils policy. One possible exception being if you live in an area with a high risk of flooding and your insurer specifically excludes flood-related damage in your policy.

Your insurance company will normally send a loss adjuster to visit the property who will subsequently appoint a contractor to oversee the repairs. A number of policies will also provide alternative accommodation should your home become uninhabitable.

Bear in mind, getting your home repaired may take longer during a city-wide incident when insurers and contractors are over-stretched.

CA DUI for Minors Under 21

California defines DUI for Minors under 21 as an infraction, even if blood alcohol levels are below 0.08 percent. Any higher BAC levels are subject to misdemeanor penalties. California also has a zero tolerance policy for drinking and driving, and in addition to the penalties outlined below, any level of alcohol intoxication subjects offenders to an automatic suspension of driver’s license for one year. If there were no driver’s license to begin with, the penalties include a postponement in applying for any driving privileges for up to one year. Determining Factors of DUI for Minors under 21: Before any case can be brought to court, there are factors of the crime that will need to be verified. DUI for Minors under 21 CPC 23140 is no different, and these factors include:
  • The driver was intoxicated with alcohol or drugs
  • The driver was a minor under 21
Penalties for California Penal Code 23140 If convicted, the fines and punishments for DUI for minors under 21 include infraction charges:
  • 1st time offenders: $100
  • 2nd time offenders: $200
  • 3rd time offenders: $300
Nevertheless, those with a BAC level of 0.08 percent or more face:
  • Jail: up to 6 months
  • Fines: up to $1000
  • Probation: up to 5 yrs.
  • Suspension of License: up to 6 months
  • DUI school
An SR-22 is required when a driver seeks to reinstate a driver’s license after being convicted of a DUI.  The SR-22 may be required whether you own a vehicle (owner SR-22) or not (non-owner SR-22). The SR-22 is usually required for a number of years – for example, five years following a DUI conviction. What Cities Can Do To Improve Pedestrian Safety

Three major U.S. cities recently received $1.6 million from the federal government to improve pedestrian safety, but officials aren’t making pedestrians safer by making their cities more walkable. Instead, most of the money is being spent on ticketing dangerous drivers and monitoring crosswalks.

Of the three cities to receive the grants from the U.S. Department of Transportation’s National Highway Traffic Safety Administration — Louisville, Philadelphia and New York City — New York City had the most pedestrians killed in motor vehicle crashes in 2012 with 127 such deaths that represented 47 percent of the city’s total traffic fatalities.

New York was awarded $805,801 and plans to use it to deal with speeding drivers who don’t yield to pedestrians in crosswalks. The city will target young men — the demographic most likely to be in pedestrian crashes — through social media and enforcement activities in high-crash areas.

While those three cities aren’t considered largely friendly to pedestrians, there are lessons to be learned from walkable cities that could be implemented elsewhere. Ticketing more drivers who endanger pedestrians may be a good short-term solution, but a long-term solution might be to use other methods to make cities safer to walk in.

Where the most walkable cities are

Nationally, only 2.8 percent of workers walk to work. But some cities have policies and planning efforts to make walking an everyday means of commuting.

Data in the Census Bureau’s American Communities Survey found that Cambridge, Mass., was the most walkable city with a population of at least 100,000, with 24.5 percent of its residents walking to work. It created an ideal environment for walking with densely populated neighborhoods, commercial district city squares, and multiple public transit lines spanning the city.

Other top large cities for walking commuters were Columbia, S.C., with 20.7 percent of workers walking; Berkeley, Calif. with 18.1 percent; Ann Arbor, Mich., and Boston, Mass., with 15.5 percent each; and Provo, Utah with 12.2 percent.

What makes a city walkable?

In Bloomington, Ind., where 16.2 percent of commuters walked to work in 2012, having Indiana University downtown is a big factor in getting more people walking, says Vince Caristo, bicycle and pedestrian coordinator for the city of 80,000. Seventy percent of the university’s faculty, staff and students live within three miles of the campus, making it an easy walk, Caristo says.

“University towns tend to have high rates of walking and biking,” he says.

But having a university in the center of a city isn’t the only thing that encourages walking. Major destinations, such as employment centers, in a central part of town can encourage short trips, Caristo says

Having a great transit system is another encouragement to walk, since commuters are likely to be open to walking short distances after taking public transit.

In Bloomington, the city’s zoning codes require sidewalks on both sides of almost every street that’s built by a developer, Caristo says. Developers are also required to build bike paths.

The most important thing cities can do to ensure pedestrian safety is traffic calming, says Dan Biederman, president of Biederman Redevelopment Ventures, which designs urban parks and streetscape.

Few people are killed if they’re hit by a car going 20 mph or slower. Pedestrians have a 90 percent chance of survival if a car hits them at 20 mph, compared to a 10 percent survival rate if hit at 40 mph, Caristo says.

To slow traffic, Biederman recommends having angled, on-street parking; eliminating one-way streets and arterials; and eliminating extra lanes that only encourage fast driving.

A cheap and easy way to improve pedestrian safety is to paint thick, white lines on downtown crosswalks to make them more visible, he says.

Bloomington is also looking into increasing the lead time pedestrians have over cars to enter a crosswalk a few seconds before a light turns green for cars to enter.

Fun reasons to walk

For Anne Dimon, founder of Travel to Wellness magazine, a city’s walkability has more than well-marked crosswalks. A part-time resident of Toronto, Dimon says the city’s multiculturalism makes it a fun place to walk.

“The thing that makes Toronto so appealing for residents and visitors who love to walk is the various multicultural neighborhoods that Toronto is famed for,” she says. “Little Italy, Chinatown, Greek Town and numerous others.”

Coffee shops, restaurants, theaters and other businesses that are typical in busy downtown areas and attract pedestrians also improve a city’s walkability.

The good news about pedestrian fatalities in traffic crashes is that they’ve remained flat during the past decade. According to the NHTSA, there were 4,774 pedestrian deaths in 2003 in traffic crashes, and 4,743 in 2012. That’s still a lot, with 14 percent of all traffic fatalities to pedestrians.

New York City, at least, is taking notice. The city is looking to Sweden for road safety tips, such as reducing speed limits and installing median barriers to separate two-way traffic in high-speed areas.

What Sweden isn’t doing much of — though New York and other cities do — is focus on education and enforcement of pedestrian safety. Jaywalking tickets and cards with safety tips may sound like good ways to stop pedestrians from getting hit by cars, but a speed bump and lower speed limits can do a lot more, the Swedes found.

However, there are ways to cut back on your spending. For example, you could consider flying during the week, rather than on a Saturday or Sunday ­– the weekend is normally the most expensive time to travel.

You could also get a better deal if you fly at an unsociable time when fewer people are willing to travel – as long as you’re willing to get to the airport at three a.m that is.

You could potentially save hundreds of pounds on your hotel bill if you opt for a less popular holiday destination.

Spending money

During a typical holiday, the average Brit will fork out as much as £300 on spending money alone.

The trick is to ensure you don’t spend more than you had budgeted for. Putting all your spending on a prepaid card could help you stick within your spending limit.

With one of these products, you load a certain amount onto the card before leaving the UK, which could be useful for those who struggle with self discipline on vacation. If you do run low on cash, you can always top up the card.

Travel insurance

Buying travel insurance is a wise move before any trip and this type of cover could pay out if your luggage is lost or you need to stay in the hospital.

With the data revealing that the average person spends £16.30 on insurance per trip, many of us are already receiving a pretty competitive deal.

However, you could potentially find cheaper premiums by comparing a range of offers before buying your policy. Likewise, frequent travellers may also save by opting for annual multi-trip insurance, rather than paying for each trip separately.

CA DUI for Minors Under 21

California defines DUI for Minors under 21 as an infraction, even if blood alcohol levels are below 0.08 percent. Any higher BAC levels are subject to misdemeanor penalties.   • Probation: up to 5 yrs.

FCA fines Stonebridge Insurance £8m for mis-selling accident plans

Almost half a million customers across Europe now in line for compensation over sales made between 2011 and 2012

An insurance company has been fined more than £8m by the City regulator for mis-selling personal accident plans, which means over 480,000 householders could now be in line for compensation.

Sales staff at Stonebridge International Insurance, part of insurance giant Aegon, targeted low and middle income customers without college degrees or professional qualifications by selling them expensivepersonal accident, accidental death and accidental cash plan insurance products, the Financial Conduct Authority said. The company would then use separate staff to contact the customers to ensure that they didn't cancel their policies.

Turn off your engine to save the planet!

For all you van drivers who spend the day on the road, the Energy Saving Trust is appealing to you! They are asking all motorists to take heed of warnings about pollution from vehicle engines and consider switching off your engine when stuck at lights or in a traffic jam, in an effort to reduce emissions levels.

Information from Transport for London shows that if all the drivers in the capital alone turned off their engines for just one minute instead of idling, the capital could reduce its emissions by 90kg a year. The were eager to point out to drivers who were concerned about fuel consumption that turning an engine on and off results in less fuel being used than if you left it running. Tim Anderson, Senior Knowledge Manager at the Energy Saving Trust said;

‘This small individual step can collectively make a significant difference and help improve life for everyone.’

If new government proposals are to go ahead, then driving penalties could get a lot more severe very soon. Offences such as speeding are to have their penalties increased by up to 50%, so instead of three points and a £60 fine, those breaking the limit could be looking at double that amount.
